为数20名任职司法界包括推事庭推事,助理主控官,总检察暑律政官员及法庭助理主簿官等,在司法训练学院(Institut Latihan Kehakiman Dan Perundangan, Jabatan Perdana Menteri)安排下访问沙登幸福之家(老人院)以让司法界官员了解社区福利工作。
该访问团是由总检查暑律政官员万阿里夫率领访问并受到沙登幸福之家(老人院)管理委员会主席拿督叶炳汉及其团队陈东庚,李春贵,黄华泳,梁继明,谭敬霖,执行秘书汤成富及列伟志等迎接招待。
访问团团长万阿里夫在会上表示司法界高级官员下乡访问目的是要进一步了解社区福利工作的推动及加强社区领袖的联系,以增进司法界官员视野及能向政府部门提供讯息或拟定法令条文的建议。
拿督叶向司法界官员简报有关沙登老人院成立是在50年代社区领袖协助收容在新街场矿场退休后无栖身之所的矿工而设的历史背景,过后在目前史里肯邦安马华大厦前面兴建一座长屋式的老人院以收容人数日益众多,但不久后被火焚烧而暂时迁移至目前的地段兴建简单的老人院。
叶氏继说,当时老人院是由福利部管理直至1979年福利部建议交由非政府组织协助管理并委任本人担任主席,过后以州行政议员身份向雪州政府建议此段一英亩政府土地批准给予马来西亚中央福利理事会史里肯邦安分会作为老人院保留地。当政府批准后即进行筹备重建老人院工作,在获得热心社会公益团体及个人捐助下完成良好居住环境的老人院。
叶氏也是沙登福利及社会发展委员会主席,也向司法官员简报整个沙登社区推动社会福利及扶贫工作,以系统性协助弱势群体包括残障者,单亲及贫寒者以获得社会福利部援助,以减轻彼等生活压力。
过后,叶氏向司法界官员分别提出询问管理老人院详情及社区福利工作事项作出解答时表示该院只收留无依无靠的贫寒者,并获得提供膳食及医药照顾,而负责管理老人院行政事务是由一群自愿福利工作者所组成。所有的维持费除了福利部负担每名住院者每月一百元生活津贴而其余不足经费是由公众人士及团体捐助并获得免税。
该访问团经过两小时的交流及巡视该院周围环境后对老人院的美化清洁及管理系统表示高度赞赏并捐助三百十五零吉作为该院基金。

20 Judicial & Legal Officers Visit Rumah Orang Tua Seri Kembangan
A total of 20 judicial and legal officers arranged by the Director for Civil Litigation Program, Judicial and Legal Training Institute, Prime Minister’s Office visited the Rumah Sejahtera ( Orang-Orang Tua ) Seri Kembangan recently. The entourage included Magistrates, Deputy Public Prosecutors, Attorney General’s Chambers Legal Officers and High Courts’ Assistant Registrars. This visit was to allow these legal and judicial officers to have a on-site understanding to enhance their understanding into social and community welfare work of Serdang.
Encik Wan Ariff of the AG’s Chambers coordinated and led the group and were received on hand warmly by Dato’ Yap Pian Hon, Chairman, Seri Kembangan Old Folks Home Management Committee and other team members.
Dato’ Yap briefly outlined the background of the Old Folks Home, from its founding in the 1950’s to cater retired ex-mining workers who are single and homeless, providing accommodation. As their numbers grow, a block of long-house style building was erected in front of the now MCA Seri Kembangan to house these homeless elders. However, the building was burnt down and temporarily shifted to the present site.
Dato’ Yap said that in 1979, the Welfare Department agreed to hand over the running and administration of the Home to an NGO organization and he was then appointed Chairman of the Management Body, and later as an EXCO Selangor capacity to suggest the present one acre site to be Old Folks Home reserve. Government approval was granted and construction of the Home went underway until its present form with aids and donations from the general public and organizations.
On reply from questions raised, Dato’ Yap explained that the Home run by volunteers and community leaders will only accommodate persons who are homeless, poor and childless and the Home will provide meals and healthcare. The Welfare Department’s grant for every person of the Home a monthly allowance of RM100.00. Funds shortages were raised from public donations or organisations with tax exemption granted.
Dato’ Yap who is also Chairman, Serdang Social Development and Welfare Committee, also briefed the visitors on the programs and projects undertaken to assist the various under-previleged such as OKU’s, Single-Parent, Hard-core poors and elderlies and chronically sicked with the assistance from the Welfare Department to relieve their burden.
The visitors toured the Home and had an in-depth understanding of facilities and beautiful environment and were much impressed by its management. The group collectively and graciously donated RM 315.00 to the Home’s Fund.
